Housing & Affordability
Venus Molina will take bold action to increase housing supply and lower costs for working families.
Update the Otay Mesa–Nestor Community Plan (last updated in 1997) to allow more housing, support transit-oriented development, and meet climate goals.
Build “missing middle” housing like duplexes, triplexes, townhomes, and small apartment buildings that fit neighborhood character.
Use City-owned land for housing by developing vacant public land into homes residents can afford.
Economic Development & Jobs
Venus will strengthen small businesses and bring quality jobs to District 8.
Expand Opportunity Zones in San Ysidro, Otay Mesa, and enhance Barrio Logan to attract investment, reduce permitting delays, and build housing near jobs—lowering costs without raising taxes.
Support small businesses & entrepreneurs by cutting red tape, improving access to permits, and expanding City resources—especially for micro-businesses.
Strengthen the San Ysidro business corridor in partnership with the local Business Improvement District by creating a small business relief fund.
Grow Otay Mesa’s economy by working with regional partners to attract technology, research, and manufacturing firms to the second busiest commercial ports of entry in the nation—bringing good-paying jobs so residents can live and work locally.
Infrastructure & Neighborhood Investment
Venus will invest in the basics that communities rely on every day.
Fix stormwater systems and create an enterprise fund which will be a dedicated funding source to prevent flooding.
Repair streets, sidewalks, and streetlights across District 8 neighborhoods.
Invest in parks, libraries, and recreation centers through a dedicated Facilities Maintenance Fund.
Expand broadband access to close the digital divide in South District 8.
Tijuana River Valley & Environmental Justice
Venus will lead on long-overdue environmental solutions.
Fix the Saturn Boulevard “hot spot” by building a modern bridge culvert system to prevent flooding, reduce pollution, and improve public health.
Secure state and federal resources by pushing for a state of emergency declaration to fast-track funding and permits.
Fight water and air pollution at its source by pushing for aggressive federal and state action to stop cross-border sewage flows, expand wastewater treatment capacity, and fully fund long-overdue infrastructure upgrades that protect our coastline and neighborhoods.
Advance environmental justice in Barrio Logan, Logan Heights, Shelltown and Sherman Heights by reducing asthma-causing pollution, cracking down on industrial impacts, and investing in cleaner, healthier neighborhoods.
Immigrant Protections & Community Trust
Venus will stand up for immigrant families and public safety.
Make San Diego an official sanctuary city by strengthening due process protections and limiting the use of local resources for federal immigration enforcement. Ensure safe access to city services so all residents can report crimes and seek help without fear.
Build trust between communities and government, recognizing San Diego as a proud border and immigrant city.
Public Safety & Community Well-Being
Venus will focus on prevention, safety, and support for vulnerable communities.
Strengthen community-based policing to build trust and improve safety.
Address the fentanyl crisis through partnerships with County, State and Federal public health and law enforcement agencies.
Combat human trafficking and prostitution in Barrio Logan and Shelltown while supporting survivors.
Invest in gang prevention and intervention programs to keep youth safe and create opportunity.
